Advisory committee -  want to be voting member of EC.

Should we allow EC member to be a voting member to the RP forum .  Include wording that allows forum to request closed sessions when there is no voting.  They will participate but RP forum retains the abiltiy to request the EC not to attend in some cases, as long as there are no voting.
